A disaster is an event triggered by natural or man-made causes that lead to sudden disruption of normalcy of life within society, causing widespread damage to life and property. In order to channelize the limited resources of the state to those areas at risk, the disaster management plans need to identify patterns of the existing hazards as well as the vulnerabilities. The identification of hazards is the first step in developing resilience against them. In the same way, identification of vulnerabilities is necessary in order to increase our capacities.

This identification process can be best shouldered by the youngsters who would also help in mainstreaming the cause of disaster risk reduction.So far from the lessons learnt, we have identified three basic problems which we face after any disaster in an urban space:

  • There has been a violation of building codes while undertaking construction activity.
  • The problem of overcrowding leads to secondary disasters like stampede etc.
  • The lack of access due to narrow lanes makes it difficult to transfer relief aid and equipment. It becomes difficult for ambulances and fire extinguishers to reach the affected site in case of any emergency.

In this background, DRP JNU attempts to undertake an initiative of sensitising the youth by involving them in a participatory neighbourhood mapping programme. This initiative is also referred to as “College Cluster Initiative” which would involve four colleges of Delhi University:

  • Lady Shri Ram(Also a coordinator for all other colleges)
  • Miranda House
  • Gargi College
  • Kamla Nehru College

This programme would work with the students and various societies like the NSS, Environment clubs to sensitise and make them part of social citizenry. This programme would be undertaking several activities which are as follows:

  • Participatory Mapping of the community: Mapping the neighbourhood and areas which are susceptible to disasters through community interactionThis would encourage students from diverse streams and backgrounds to interact with social and geographical maps as well as use of technology to mark the hazardous areas.
  • Preparing Vulnerability Indicators: This would encourage students to prepare vulnerability mapping through group discussion with the key informants in the community. It would include physical as well as social vulnerability like young children, women, elderly, chronically ill and physically challenged and also understand the existing social indicators of development.
  • Sensitisation and coordination of the institutions: This exercise shall fill the gaps in coordinating with existing agencies like fire department, medical and public health department, police, district disaster management authority and community workers. This shall also orient the students to undertake participatory disaster management planning along with community members who are the first responders in case of any disaster.
